The United States government initiated the Central Valley Reclamation Project in California, which required relocating a portion of a railroad. In August 1937, Congress formally authorized the project. Prior to this, alternate routes for the railroad relocation had been surveyed, with one probable route staked out across the respondents’ lands. The respondents’ properties, previously undeveloped, saw a significant increase in value between 1937 and the date of the taking in December 1938, partly due to the economic activity spurred by the anticipated federal project. When the government filed its eminent domain action, the trial court instructed the jury to determine the fair market value as of the date of taking but to exclude any increment of value that accrued after the August 1937 authorization date which was attributable to the project itself. Some landowners who received an estimated compensation deposit from the court were ultimately awarded a lesser amount by the jury, and the trial court entered judgment against them for the overpayment. The Circuit Court of Appeals reversed, holding that the landowners were entitled to the full market value on the date of taking, including project-enhanced value, and that the district court lacked jurisdiction to order repayment.
