Defendant Edward Bush recruited Kathleen Kohse in Montana under the pretext of hiring her as a “film courier.” Bush arranged for Kohse to fly to Los Angeles and then to Lima, Peru, providing her with cameras, an aluminum camera case, and money. He instructed her to take pictures, despite her lack of experience. In Lima, an associate of Bush briefly took the camera case before returning it to her. Upon Kohse’s return to Los Angeles, U.S. Customs officials discovered cocaine hidden in a secret compartment within the camera case, leading to her arrest. Kohse was entirely unaware of the drugs and Bush’s criminal plan. Bush was subsequently charged and convicted in Montana for solicitation to possess dangerous drugs, based on his actions of recruiting and equipping Kohse to unknowingly transport the contraband.
