The vehicle-dismantling industry was subject to a New York statute requiring operators to be licensed, maintain detailed records of vehicles and parts, and permit warrantless inspections of those records and the business premises. Officers from the New York City Police Department’s Auto Crimes Division entered Burger’s junkyard to conduct an inspection pursuant to this statute.
