The Mescalero Apache Tribe, organized under the Indian Reorganization Act, resides on a reservation in New Mexico consisting almost entirely of tribally-owned land. With substantial federal funding and direct assistance from federal agencies like the Bureau of Indian Affairs and the U.S. Fish and Wildlife Service, the Tribe developed a comprehensive fish and game management program. This joint federal-tribal effort included creating artificial lakes, stocking them with fish from a federal hatchery on the reservation, and developing a large elk herd from a federally-donated stock.
