Former Virginia Governor Robert McDonnell and his wife accepted over $175,000 in loans, gifts, and other benefits from Jonnie Williams, the CEO of Star Scientific. Williams sought the Governor’s assistance in getting Virginia’s public universities to conduct research studies on his company’s dietary supplement, Anatabloc. In return for the benefits, Governor McDonnell arranged meetings for Williams with state officials, hosted events for Star Scientific at the Governor’s Mansion, and contacted other officials regarding the potential studies. However, none of these actions resulted in the state or its universities formally approving or undertaking the studies. The government prosecuted McDonnell for honest services fraud and Hobbs Act extortion, arguing that arranging meetings and hosting events constituted a corrupt quid pro quo.
