Uniformed officers in a four-car caravan were patrolling an area of Chicago known for heavy narcotics trafficking. The officers observed respondent William Wardlow standing next to a building, holding an opaque bag. Upon noticing the officers, Wardlow immediately fled through a gangway and an alley. The officers pursued him, cornered him, and conducted an investigatory stop. Believing that weapons are often present near narcotics transactions, an officer performed a protective pat-down search. The officer felt a hard, gun-shaped object in Wardlow’s bag, opened it, and discovered a loaded .38-caliber handgun. Wardlow was subsequently arrested.
