The two programs at issue were Operation CHAOS, a domestic intelligence-gathering operation designed to uncover foreign influence on the anti-war movement, and a practice of submitting plaintiffs’ names to the National Security Agency (NSA) on “watchlists” for the interception of international communications. During discovery, plaintiffs sought documents and information to prove they were specific targets of this surveillance.
