In 1998, following terrorist bombings of U.S. embassies, President Clinton ordered a missile strike on the El-Shifa pharmaceutical plant in Sudan. The President publicly stated the plant was associated with Osama bin Laden and involved in producing chemical weapons. The plant’s owners, El-Shifa Pharmaceutical Industries Co. and Salah Idris, sued the United States, alleging the plant was a legitimate pharmaceutical manufacturer with no ties to terrorism. They claimed the government’s justifications were false and that officials later defamed them by continuing to link them to bin Laden.
