Following the seizure of the U.S. embassy in Tehran in 1979, President Carter, acting under the International Emergency Economic Powers Act (IEEPA), declared a national emergency and froze all Iranian government assets within U.S. jurisdiction. The Treasury Department issued regulations permitting lawsuits against Iran but specified that any resulting pre-judgment attachments were subject to revocable licenses.
