The State of Alaska conducted separate undercover operations targeting two hunting guides, Douglas Vaden and Floyd Saltz, Jr., based on prior reports of illegal activity. In Vaden’s case, an undercover agent posing as a client shot and killed four foxes from Vaden’s aircraft during a closed season. Vaden provided the shotgun and maneuvered the plane to facilitate the shooting. In Saltz’s case, an agent shot a caribou on the same day he was airborne, and Saltz himself shot another.
