The Bureau of Land Management (BLM) prepared a Final Environmental Impact Statement (FEIS) under the National Environmental Policy Act (NEPA) for the Echanis Wind Energy Project, which would impact habitat for the greater sage grouse. The project’s location was chosen for its strong winds. A key issue was the project’s impact on sage grouse during winter. Instead of conducting on-site winter surveys, the BLM extrapolated from two nearby, lower-elevation sites (East and West Ridge) to conclude that sage grouse were absent from the project site during winter. However, the underlying data showed that four grouse were, in fact, observed at the East Ridge site in February.
